The Punjab Home Department has issued 'war instructions' and directed all the divisional and deputy commissioners to undertake all possible precautionary measures by activating intelligence committees of district and divisional levels besides identifying shelters in case of air raids.

According to a notification, a copy of which is available with Business Recorder, there are three stages of war-standby stage, precautionary stage and war stage.

As per the directions, war book to be activated and actions to be taken by all concerned departments; round-the-clock monitoring and control rooms be established; camouflage flagging of water resources be carried out; micro filming of classified documents be carried out; Pakistanis having links with enemy country will not be allowed to get out and move; list of foreigners residing in Pakistan will be prepared; evacuation scheme of Diplomatic Missions will be prepared by Ministry of Foreign Affairs; shelter in case of air raids will be identified; archives be in safe custody; leaves of staff of essential departments will be cancelled; vital installations will be protected; prohibited areas will be notified; copy of all important correspondence will be sent to Ministry of Interior; chief of Protocol of Ministry of Foreign Affairs will deal with the foreigners; civil defence will be activated for camouflage, bunker, siren and Civil Defence training be imparted to students of schools and colleges; contingency plans be prepared by District Departments; MPO will be activated for detention of miscreants; Information Department will launch an awareness campaign; Police will be in close liaison with Military Intelligence to facilitate movement of Armed Forces; looking after of sensitive installations by police; Transport Department will give priority for arrangements of vehicles for Pak Army movement; Industries Department and Labour Department will provide lists of manpower resources; meeting with CEOs of Electricity Distribution Companies be held for the protection of grids; safety and security of dams and barrages be ensured; districts having border with India should have shifting plans including population size and no of camps; Social Welfare Department should engage Local NGOs; public utility providers like health, social welfare, education may be activate their field formations; Secretary Energy may contact with Federal Ministry Water and Power (Power Division) for the protection and safety of power plants; Line Departments may make expenditures; Special Branch will sent a DSR to Secretary Home on daily basis; all firefighting services of Municipal Committees and Corporations will be placed at the disposal of District Head of Rescue 1122; mock exercise will be conducted at Tehsil and District levels; platform of mosques and Khateebs will be used effectively; Secretary Food must have stock takes of wheat and the Home Department will act as focal department in the province.
